QLD seeks to Protect Labour through Licensing Scheme

The Labour Hire Licensing Bill 2017 (QLD) introduces a state-based labour hire licensing scheme that applies to all labour hire providers operating in Queensland. To obtain a licence, a labour hire provider must satisfy a fit and proper person test. Licence renewal occurs annually. The scheme requires that labour hire hold a licence to operate in Queensland. This is reinforced by permitting businesses that use labour hire services to only contract with licenced providers that will be listed on a public register. The Queensland Government has conceded that the most efficient system for labour hire regulation would be a national scheme however this has not yet been developed. The bill can be read here.
