International Ozone Obligations Amended

The Federal Government has introduced amendments under the Ozone Protection and Synthetic Greenhouse Gas Management Legislation Amendment Bill 2017 (Cth) to uphold Australia’s international obligation to phase-out and prohibit the use of new HCFCs from 1 January 2020 other than for permitted uses. The Ozone Protection and Synthetic Greenhouse Gas Management Act 1989 (Cth) implements Australia’s obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer. Whilst HFCs have been previously controlled under the legislation, HCFCs will now be regulated through a shrinking cap on imports from 2018 followed by the prohibition. The Bill remains before the House of Representatives.
