The Greater Sydney Commission Bill 2015 is currently awaiting assent. Several amendments to the Bill were suggested however these were substantially rejected. The Bill proposes alterations to metropolitan planning by establishing the Greater Sydney Commission as the primary metropolitan planning body. However, the Bill also introduces amendments to Part 3B of the Environmental Planning and Assessment Act 1979 (NSW) in Schedule 5. These amendments have implications state-wide, not just for the Greater Sydney Region. Under the Schedule 5, regional strategic planning authorities and the Greater Sydney Commission are accountable to the Minister; and the Minister may also declare regions where strategic plans are to be made (s 75AB). The amendments also minimise potential routes of public consultation and limit legal review options to three months subsequent to the publication of the strategic plan. The Bill can be viewed here.
