The Federal Government has released the terms of reference for an independent report into ensuring healthy basin communities. The purpose of the report is to advise the government on the socio-economic impact on basin communities through the recovery of 450 GL in environmental water by 2024. The advice is expected to outline the benefits and drawbacks of the recovery action and offer potential mitigation measures to offset negative implications from the recovery. The report is due by the end of 2017.
The 450 GL recovery is a mandated requirement for under the Murray–Darling Basin Plan and the 2013 Intergovernmental Agreement on Implementing Water Reform in the Murray Darling Basin. The report follows on from the Northern Basin Review that analysed the social and economic implications for different levels of water recovery. Earlier this month, and as a result of the Review, the recovery target in the Northern Basin Region was revised from 390 GL to 320 GL. This latest report will produce a cross-basin study regarding socio-economic implications of recovery.
